Evropska državljanska pobuda je pomemben instrument participativne demokracije v Evropski uniji, saj milijonu evropskih državljanov iz četrtine držav članic omogoča, da Komisijo pozovejo, naj predlaga pravni akt za izvajanje pogodb o EU. Odkar se uporablja uredba iz leta 2011, v kateri so podrobno določeni postopki za evropsko državljansko pobudo, je bilo Komisiji uspešno predloženih deset pobud. Od januarja 2020 veljajo nova pravila, s katerimi je evropska državljanska pobuda še dostopnejša.

Od začetka veljavnosti Maastrichtske pogodbe imajo vsi državljani Evropske unije ter vse fizične ali pravne osebe s prebivališčem oziroma sedežem v njej pravico, da na Evropski parlament naslovijo peticijo v obliki pritožbe ali zahteve glede zadeve, ki sodi na področje delovanja Evropske unije.
