Potreba efektívnej komunikácie má právny základ v Charte základných práv Európskej únie (charta), ktorá zaručuje právo všetkých občanov na informácie o otázkach EÚ. Inštitúcie EÚ vytvorili viacero nástrojov a služieb, ktoré im umožňujú udržiavať kontakt s verejnosťou a informovať ju.
