Eiropas pilsoņu iniciatīva (EPI) ir svarīgs ES pārstāvības demokrātijas instruments, kas paver iespēju vienam miljonam ES pilsoņu, kuri pārstāv ceturto daļu dalībvalstu, aicināt Komisiju izstrādāt tiesību akta priekšlikumu nolūkā īstenot ES Līgumus. Kopš ir spēkā 2011. gada regula, ar kuru nosaka detalizētas procedūras un noteikumus attiecībā uz EPI, desmit iniciatīvas sekmīgi iesniegtas Komisijai. Ar 2020. gada janvāri spēkā ir jauni noteikumi, kas padara EPI pieejamāku.

Kopš Māstrihtas līguma stāšanās spēkā ikvienam ES pilsonim un fiziskai vai juridiskai personai vai likumīgajam iedzīvotājam ir tiesības iesniegt lūgumrakstu Eiropas Parlamentam sūdzības vai lūguma formā par kādu no jautājumiem, kurš attiecas uz Eiropas Savienības kompetences jomām. Lūgumrakstus izskata Parlamenta Lūgumrakstu komiteja, kura izlemj jautājumu par lūgumrakstu pieņemamību un ir atbildīga par tajos minēto jautājumu risināšanu.
