De styrker den økonomiske, sociale og territoriale samhørighed, Det transeuropæiske transportnet (TEN-T) har udviklet sig over tid, herunder en grundlæggende reform i 2013 og en større revision, der blev foreslået i 2021. Finansiering af de transeuropæiske net
De transeuropæiske net (TEN) finansieres af Den Europæiske Union og medlemsstaterne i fællesskab. Den finansielle støtte fra EU fungerer som katalysator, idet medlemsstaterne tilvejebringer hovedparten af finansieringen. Finansieringen af TEN kan suppleres med støtte fra strukturfondene, støtte fra Den Europæiske Investeringsbank eller bidrag fra den private sektor. Der blev foretaget en større reform af TEN i form af etableringen af Connecting Europe-faciliteten (CEF) i 2013, fornyet i 2021.
Samhørighedsfonden
Samhørighedsfonden blev oprettet i 1994 og leverer finansiering til projekter inden for miljø og transeuropæiske net i medlemsstater, hvis bruttonationalindkomst pr. indbygger ligger under 90 % af EU's gennemsnit.
