The European Parliament adopted a resolution on the situation in Iraq and Syria, and the IS offensive, including the persecution of minorities.

The resolution was tabled by the ECR, ALDE, S&D, EPP, and Greens/EFA groups.

It firmly condemned the indiscriminate killings and human rights violations perpetrated by IS against religious and ethnic minorities and the most vulnerable groups, and the use of executions and sexual violence by IS in Iraq and Syria. It underlined the fact that there should be no impunity for the perpetrators of these acts. Members strongly condemned the murders of the journalists James Foley and Steven Sotloff and the aid worker David Haines by IS, and expressed grave concern for the safety of others still being held captive. They rejected without reservation and considered illegitimate the announcement by the IS leadership that it had established a caliphate in the areas it now controlled [...]

Situation in Syria

The European Parliament adopted by 506 votes to 77, with 42 abstentions, a resolution on the situation in Syria.

The text adopted in plenary was tabled by the EPP, S&D, ECR, ALDE and Greens/EFA groups.

Members demanded an immediate end to bombing and indiscriminate attacks on civilians and expressed their gravest concern over the continuing fighting, bombardment and worsened humanitarian situation in Syria.

Stressing that the deliberate starvation of populations is prohibited by international humanitarian law, Parliament urged all parties to allow medical evacuations immediately from east Aleppo and all other besieged areas. It is stated that the Syrian regime has the primary responsibility for the protection of the Syrian population.

Parliament condemned in the strongest terms the atrocities and widespread violations of human rights and international humanitarian law committed by the Assad forces with the support of Russia and Iran, [...]

EU Strategy on Syria

The European Parliament adopted a resolution on the EU strategy on Syria.

The text adopted in plenary was tabled by the EPP, S&D, ECR, ALDE and Greens/EFA groups.

Over 400 000 people have lost their lives since the beginning of the conflict in Syria in 2011 whereas over 13.5 million people are in urgent need of emergency assistance such as medical and food assistance, water and shelter.

Parliament condemned the atrocities and widespread violations of human rights and international humanitarian law committed by all parties in the conflict, and in particular the forces of the Assad regime with the support of its allies Russia and Iran, as well as by non-state armed groups, in particular ISIS/Da'esh and Jabhat Fateh al-Sham. It called for the creation of a Syria war crimes tribunal.

While welcoming the EU Strategy for Syria, Members remained committed to the unity, sovereignty, territorial integrity and independence of Syria and called for a strong 'Whole of Syria' approach and [...]

Syria (6 October 2016)

The European Parliament adopted by 508 votes to 50, with 56 abstentions, a resolution on Syria.

The text adopted in plenary was tabled by the EPP, S&D, ECR, ALDE, Greens/ EFA and EFDD groups.

Members strongly condemned all attacks against civilians and civilian infrastructure, as well as the recent attacks on a humanitarian relief convoy and a Red Crescent warehouse near Aleppo as severe and alarming violations of international humanitarian law and as a possible war crime.

Parliament called upon all parties in the conflict, and especially Russia and the Assad regime, to stop all attacks on civilians and civilian infrastructure, including water and electrical infrastructure, to undertake credible and immediate steps for the cessation of hostilities, to lift all sieges and to allow rapid, safe, and unhindered access for humanitarian agencies to reach all people in need.
