European Parliament resolution on 30 years of Copenhagen criteria - giving further impetus to EU enlargement policy, 13 December 2023
The resolution was adopted by 468 votes in favour, 99 against and 58 abstentions.
MEPs urge the European Council to decide at its meeting on 14-15 December 2023 to open accession negotiations with Ukraine and the Republic of Moldova. Provided certain reform steps are taken, they say that accession talks should also be opened with Bosnia and Herzegovina, and Georgia should be granted candidate status. The resolution also require upon the EU to establish clear deadlines for the candidate countries to conclude EU accession negotiations by the end of this decade.
MEPs however insist there should be no fast-track for membership and the Copenhagen criteria must be fulfilled to ensure that candidate and potential candidate countries demonstrate a consistent and enduring commitment to democracy, rule of law, human rights and respect for and protection of minorities, and economic reforms.European Parliament resolution on taking stock of Moldova’s path to the EU, 5 October 2023
European Parliament resolution on the challenges facing the Republic of Moldova, 19 April 2023
The text was adopted by 555 votes in favour, 49 against with 26 abstentions
Parliament strongly condemns Russia's repeated attempts to destabilise the Republic of Moldova by the use of hybrid means, the weaponisation of energy supplies, the repeated violations of its airspace, disinformation campaigns and staged protests, as well as the threat of the use of force. MEPs stand in solidarity with the Moldovans and reiterate their unwavering support for the independence, sovereignty and territorial integrity of the country.
MEPs call on the EU and its Member States to:
- take action to counter Russia's use of hybrid means;
- step up its support in combating disinformation, cyberattacks and other hybrid attacks;
- establish immediate sanctions against those that attempt to destabilise Moldova and call on the EU to sanction fugitive oligarchs Ilan Șor and Vladimir Plahotniuc personally and, where appropriate, sanction their businesses and political organisations.
EP resolution of 23 June 2022 on the candidate status of Ukraine, the Republic of Moldova and Georgia
The Resolution was adopted by 529 votes in favour, 45 against and 14 abstentions.
The Resolution:
- Calls on the Heads of State and Government who will meet as the European Council on 23 and 24 June 2022 to grant EU candidate status to Ukraine and the Republic of Moldova without delay, and to grant the same status to Georgia once its government has delivered on the indicated priorities in the Commission's opinion;
- Underlines that the EU accession must take place in accordance with Article 49 TEU, based on respect for the so-called Copenhagen criteria for EU membership, and remains a merit-based process that requires adoption and implementation of relevant reforms;
- Calls on the EU institutions to update the EaP policy in order to remain a transformative and meaningful instrument in the current context;

Implementation of the EU-Moldova Association Agreement
Parliament adopted by 554 votes to 70, with 65 abstentions, a resolution on the implementation of the EU Association Agreement with the Republic of Moldova.
With the association agreement and the deep and comprehensive free trade area, the EU and Moldova has committed to promoting political association and achieving economic integration. It has committed itself to incorporating the EU acquis into its own laws and practices in a wide range of areas.
To support these efforts, the Union is committed to providing substantial financial and budgetary assistance to Moldova, provided that fundamental European values and principles, such as the rule of law, human rights and democratic rights, are respected.[...]
Implementation of the EU-Moldova Association Agreement
The European Parliament adopted by 396 votes to 76, with 18 abstentions, a resolution on the implementation of the EU Association Agreement with Moldova.
While stressing the importance of the AA/DCFTA and the progress achieved by Moldova to date in a number of areas, Members insisted, however, that full implementation of the AA/DCFTA, with regard, in particular, to political reforms, must be a top priority, enabling a further deepening of the country's relations with the EU, for the benefit of all Moldovan citizens.
Members are concerned the country is backsliding in relations to democratic standards, rule of law, lack of fair and transparent elections as well as impartial judiciary, insufficient anti-corruption and anti-money laundering efforts. Still, they praises those leading the efforts, which should be pursued, to reform the banking sector following the 2014 bank fraud of USD 1 billion.[...]
The political crisis in Modova following the invalidiation of the mayoral elections
The European Parliament adopted by 343 votes to 35 with 160 abstentions, a resolution on the political crisis in Moldova following the invalidation of the mayoral elections in Chișinău.[...].
European Parliament called on the Moldovan authorities to:
- reform the judicial system, including nominating new judges, so as to prevent the judiciary from intervening in the electoral and political process or in any other way undermining the democratically expressed will of the people of Moldova;
- make determined efforts to recover the funds stolen as a result of the 2014 banking fraud during which a total of around USD 1 billion was stolen from the Moldovan financial system, and bring those responsible to justice, irrespective of their political affiliation;
- address the recommendations of the OSCE/ODIHR and the Venice Commission on electoral reform;
- respect international principles and best practices and guarantee an enabling environment for civil society.
Legislative resolution - providing Moldova with macro-financial assistance, July 2017
The precondition's fulfillment and the objectives achievement will be monitored by the Commission and the European External Action Service. If these are not met, or if the aims/principles of the Association Agreement are disregarded, the Commission shall temporarily suspend/cancel the Union's macro-financial assistance. Moldova shall inform the Commission about the implementation of the assistance with full disclosure and strict compliance with Union financial rules.
